The Creator of the tail based it off a fish that is from the deep part of the ocean called the Angler-fish, the fish that had the light on its head, that's why it looks like it could be from the bottom of the sea.

it's neutrally buoyant, and you shouldn't be swimming in them alone, or in an area where you can't get out of the water easy on your own. You have to pace yourself.
